Accounting II  

Under general supervision, will be responsible for a variety of processing, performs responsible financial, statistical, budgetary, purchasing, and other management analyses in support of the development and administration of City budgets, including the preparation and/or review and analysis of financial documents, operations, and organization. Assists in the preparation of general accounting practices and day-to-day business operations, and performs related duties as assigned.

Essential Duties and Functions:

  • Follows and promotes policy and procedures of the City of Winder.
  • Informs and advises the Finance Director on all department issues affecting the City; provides support and information to other department managers.
  • Handles confidential files and materials.
  • Reviews completed documentation for accuracy of coding and completeness of information.
  • Prepares and enters daily receipts, prepares invoices for miscellaneous billings, maintains journals, and reconciles bank accounts, procurement card purchases, and other accounts; summarizes accounts, determines balance(s) outstanding and verifies all bank fees.
  • Prepares monthly reconciliations and financial analysis
  • Assists with the preparation of monthly, quarterly and annual financial reports.
  • Processes requisitions, purchase orders, invoices, and payments; answers payment inquiries from vendors; follows up on and resolves related problems.
  • Monitors and ensures timely payment of all debt service payments.
  • Processes payroll and files required tax forms with federal, state, and local government agencies.
  • Reviews and reconciles subsidiary ledgers and prepares adjustments as needed to the general ledger.
  • Monitors and ensures timely payment of all mandated state and federal payroll taxes, processes payments for automatic deposits, deferred compensation, and other benefit plan payments.
  • Assists with budget preparations and the annual audit.
  • Assists with scanning financial documents.
  • Performs general clerical and administrative support to include the preparation of memos, letters and correspondence relating to a variety of finance, budget, and audit topics.
  • Performs other related duties as assigned.   

Licenses and Certifications Required

  •  Georgia Crime Information Center (GCIC) certified within three (3) months of employment.
  • Possession of or ability to obtain within six (6) months of appointment, membership in GGFOA.
  • Certified Local Government Finance Officer Program, Level 1 within two (2) years of employment.

Qualifications:

  • Five (5) years of accounting, auditing, purchasing, or other related experience. Municipal government accounting/finance experience preferred.
  • Bachelor’s Degree in Accounting or Finance from an accredited college.
  • CPA or master’s degree in Accounting or Finance may substitute for 2 years of experience.
  • A citizen of the United States or has obtained legal work status.
  • Must pass a detailed background investigation.
  • Must be able to pass a credit check.
